Digital Learning & Integration Hub (DLiH) – Oshawa and Neighbouring Communities

What is this project about?

The Digital Learning and Integration Hub (DLiH) will establish a dedicated community learning space in Oshawa where refugees, newcomers, and low-income residents can acquire the digital, linguistic, and vocational skills essential for full participation in Canadian life. The Hub will bridge the persistent divide between technological access and social inclusion by equipping participants with computers, reliable internet connectivity, and guided instruction in digital literacy, communication, and employment readiness.

Within this environment, trained facilitators and an Educational Counsellor will deliver structured learning modules and mentorship sessions that nurture confidence, agency, and belonging. The Hub is conceived not merely as a training site but as a civic commons that brings together education, technology, and human connection to strengthen the social fabric of Oshawa and its neighbouring communities. Through this initiative, Refugee Pathways and Integration Canada Inc. (RefPIC) seeks to transform access to learning into a shared foundation for community resilience and opportunity.

Why is this project important to the community?

The Durham Region continues to experience significant population growth driven by immigration and secondary migration from other provinces. Many newcomers and refugee families arrive with limited access to technology, digital literacy training, or social networks to support their integration. The resulting divide restricts participation in education, employment, and essential online services.

The Digital Learning and Integration Hub (DLiH) addresses this structural gap by offering a safe, inclusive, and well-equipped environment where residents can develop the digital and communication skills required to participate fully in Canadian life. By situating learning within a community context, the Hub restores agency to individuals who have faced systemic barriers to opportunity. Its impact extends beyond education, fostering belonging, resilience, and a renewed sense of shared civic purpose across Oshawa and its neighbouring communities.
